Threat ratings reflect the danger posed by a poorly implemented specimen, not the creature in its ideal form. A well-summoned Modal is a model of clarity. An unsuppressible Newsletter Modal is a public menace. The Heuristic Order holds that the component is rarely at fault. The summoner, however, bears responsibility for what they have conjured.
